New construction from scratch (Giv'at Olga, Neve Haim) offers coherent projects with all new common areas. Tama 38 is more available in the city center and often 10-15% cheaper. For rental investment, new construction from scratch rents more easily and gives a better image. For main residence with tight budget, Tama 38 may be suitable.
